THE FOREST Service's decision to suspend more than 1,500 permits for activities in national forests -- including weddings, mushroom-picking and hunting expeditions for the disabled -- should lead to more questions about the real motives of the agency that allegedly protects the nation's forests. The extraordinarily petty decision appears to have been an overly literal response to a judicial decision in the summer, which found that the Forest Service had illegally rewritten its rules and dispensed with required public consultations before harvesting timber in Sequoia National Forest. The judge ordered the Forest Service to return to previous rules, which required public consultation for major forest activities, such as commercial timber sales, oil drilling or mining.

ALASKA SEN. Ted Stevens threw the senatorial version of a hissy fit on the floor the other day. The issue was a proposal by his Republican colleague, Oklahoma Sen. Tom Coburn, to block $453 million earmarked for two Alaska bridges in the recent highway bill and instead use some of the money to rebuild the Interstate 10 bridge across Lake Ponchartrain wiped out by the recent hurricane. Mr. Stevens is one of the masters of the Senate at steering federal money in the direction of his state, but he was not going to stand for this reverse flow.

PRACTICALLY EVERY poll conducted in the course of Virginia's gubernatorial race suggests that voters put education at or near the top of their list of priorities, a fact worth noting as the candidates brawl over the death penalty, abortion, immigration and other wedge issues that have come to dominate the campaign. In fact, Lt. Gov. Timothy M. Kaine, the Democrat, and former attorney general Jerry W. Kilgore, the Republican, have some intriguing things to say about education. What sets the two apart is the question of credibility: Mr. Kaine, whom we have endorsed, has some. Mr. Kilgore doesn't.

THIS YEAR'S gubernatorial race in Virginia has lacked a compelling theme or personality. Much of the contest has been driven by wedge issues and other distractions divorced from most voters' central concerns. Both major candidates have avoided straight talk about the cost of improving the state's road network and other priorities. But all that should not obscure this basic conclusion: Lt. Gov. Timothy M. Kaine, the Democratic candidate, would make a much better governor than former attorney general Jerry W. Kilgore, the Republican.

THE BUSH administration rightly reacted quickly to a report by the United Nations that compellingly links the Syrian government to the assassination of former Lebanese prime minister Rafiq Hariri. President Bush said yesterday the U.N. Security Council should convene "as quickly as possible" to respond to the investigation; the United States and France are reportedly discussing two resolutions that would demand accountability from the government of Bashar Assad.

THE D.C. OFFICE of Campaign Finance is conducting an audit of a political action committee known as the D.C. Fund (formerly the "Jack PAC"), which should be of more than passing interest to District voters because of the involvement of Ward 2 Council member Jack Evans (D). At issue is whether Mr. Evans, an announced candidate for council chairman next year, violated D.C. campaign finance law and regulations in the use of a political action committee's funds. Given his senior status on the council and his aspiration to higher office, the outcome of the audit could have a bearing on Mr. Evans's political future.

THE DEATH THIS WEEK of Alexander Yakovlev, the intellectual inspiration for Mikhail S. Gorbachev's reforms of the Soviet Union in the 1980s, comes as a sharp reminder of what Russia might have been. Mr. Yakovlev, 81, lived most of his life as a faithful Communist. He fought in World War II, joined the Communist Party during Joseph Stalin's reign and rose through the ranks to become its "chief of ideology" under the stagnant leadership of party boss Leonid I. Brezhnev.

GIVEN THAT it is taking place in a country at war, and that it is being run by the Iraqis he once terrorized, the trial of Saddam Hussein, which opened Wednesday in Baghdad, was never going to be easy. Predictably, Iraqi politicians have tried to manipulate the trial, with some wanting it to become part of an ethnic campaign against the Sunni Arabs who in some cases supported Saddam Hussein, and others wanting to get it over with as soon as possible, precisely to avoid antagonizing those same Sunni Arabs. Security concerns have marred the trial, too. Most of the judges will not appear on the televised images from the trial, for fear of reprisals. Witnesses and some judges say they are terrified even to be in the same room as the dictator who brutally murdered so many of their countrymen.

In the past two weeks the Bush administration has launched a concerted attempt to translate its pro-democracy rhetoric into action in two little-known Eurasian countries whose importance is about to soar. Within six weeks, it could pull off a political feat that would electrify a region, and energize the president's freedom doctrine. Or it could find itself with yet another messy and possibly dangerous foreign policy dilemma.
